This a well articulated view of current affairs regarding the proposed HCD. I will comment on some points mentioned here that I’ve heard before.
1. It is not rushed–we began in September and the process is not over. If we took 9 or 10 months to discuss other serious initiatives, we’d be criticized for being tardy.
2. We have had 7 publicly advertised meetings on the subject; so, I believe that qualifies as proper notification.
As for insurance, the problem has not surfaced in the 116 existing HCDs, so let’s not fear it here. We have another public meeting on the HCD on June 23rd. Council will not be making decisions until after July.
