The paper misquoted our clerk, Shawna. She never recommended the old option of appointing the next person in the vote. The Municipal Act gives Council the authority to appoint by any means as long as it is in the open. The act never mentions the next highest former candidate. Most municipalities now go through an appointment process similar to what Shawna proposed. Next to holding an expensive by-election at about $25K, it is the fairest process. Mayor.
